It would be useful if you told everyone what you are doing first so we can eliminate some things first.

step 1: lead a guild
step 2: go to guild halls guy
step 3: go to guild hall u want
step 4: tell him you want this guild hall
step 5: he takes ur sigil and u get ur guild hall
step 6: be happy

step 7: change your mind and decide to get another guild hall
step 8: repeat steps 1-7

Yeah, sorry I assumed it was a glitch... I figured out how to get it work.
